Foster City, California is a small town located in San Bernardino County, California. It has a population of just over 10,000 people and it is the largest city in San Bernardino County by area. The city was founded in 1887 by farmers who named it after Foster City, Illinois. The name changed to Foster City in 1903 because of the presence of artillery pieces at Fort Mojave. In 1916, the United States military built a Training Camp for Officers and Men called Rancho Bernardo which served as the training ground for many American officers during World War I. In 1934, the city annexed part of neighboring Riverside County and its mayor at that time was Harry W. Anslinger who became Commissioner of Public Welfare in 1939. In 1955, Foster City passed an ordinance prohibiting handguns without a permit from being carried on any public street or property within the city limits. This ordinance was repealed two years later after demonstrations by gun Owners against this new law led to violence and arrests associated with what came to be known as “The Gun Wars” between police and gun Owners in Foster City.
