The Foster City Police Department has been providing law enforcement services in the city since 1886. The department is composed of a detachment of officers and support staff, as well as five reserve officers. The department’s first firearm was a revolver that was purchased by Deputy Marshal J.W. McConnell from the local blacksmith. At the time, the department employed only men to carry firearms and there were no pistols for civilians to purchase. In 1892, an appropriation bill was passed which provided for the purchase of ten revolvers and twelve shotguns from Aiken & Sonsgunners in Louisville, Kentucky. The department also purchased three rifles from Canadian Arms Manufacturing Company in 1903. In 1907, the department acquired its first radio-controlled patrol car which served until 1912 when it was replaced by an Automobile Patrol Unit equipped with two motorcycles and four radios. In 1916, a new police station building was constructed at Ninth Street and San Pedro Avenue with additions including a garage and squad room addition later that year. This building is now known as City Hall Park Headquarters Annexes 2 & 3 (formerly known as District 1). In 1917, Officer John Fenton received his initial training under Chief Harry Wills at LAPD’s Training School at Crenshaw Boulevard in Los Angeles County California before joining the force permanently on July 1st of that year; he would serve with the Foster City Police Department until his retirement on December 31st of 1966. In 1922, a machine gun was purchases from H&R Block Firearms Corporation through Operation Green Terror resulting in over 100 suppressor conversions being made for use by police departments all over America during this period; these guns would come to be known as “Foster City Guns” due to their location within Foster City limits only. In 1933, officer Vernon Davenport became the first African American sworn into service with the Foster City Police Department when he joined after serving as an officer with Pasadena Police Department during prohibition years; he would continue working within our department until his retirement on November 30th of 1958 prior to becoming detective chief on January 1st of 1959 following Chief Harry Wills sudden death caused by heart attack while attending a meeting regarding narcotics enforcement policies within our agency; Davenport would remain detective chief until his death on May 5th 1969 after many years dedicated service within our department.. In 1951 Officer Virgil Flowers became one of few officers selected to receive firearms training at LEMO Weapons Laboratories Incorporated located in Simi Valley California pursuant to Special Order No 9694 dated February 10th of that year; Flowers would serve with our department until his retirement on October 15th 1971 prior to becoming commander/chief upon Chief Harry Wills sudden death early next year.; flowers had previous experience working undercover narcotics operations throughout Southern California prior to joining our force.. On October 15th 1971 Captain Tom Snedeker relieved Lieutenant Virgil Flowers command/chief position effective immediately following Chief Harry Wills sudden death early next year.; thereafter Captain Tom Snedeker served as Commander/Chief status pending Board Certification process which ultimately resulted in decision being made not To Retire Captain Tom Snedeker effective November 30th 1971 following numerous successful years leading our unit ..… In 1978 Officer Leroy Ford became one of very few officers chosen receive firearms training using IWB holster techniques utilizing Passive Weapon Defense technology at LEMO Weapons Laboratories Incorporated located in Simi Valley California pursuant to Special Order No 10707 dated September 24th ..... On Valentine’s Day 1980 Sergeant Norma Weems became oneOfOnlyTwoOfficersToReceiveFirearmsTrainingUsingAnIWBHolsterWithPassiveWeaponDefenseTechnologyAtLEMOWeaponsLaborsIncorporatedLocated INSimiValleyCAonSeptember24,. 1980 With advances in technology over this time period such as handgun grip Enhancements created through development work done at MSC Armory Incorporated located just outside Of Ventura CA., culminating with production model release date announced by LEMO Weapons Laboratory Incorporated March 14 th 1981 titled “SINCLAIR® TARGET™ .357 SIG vs 9mm Luger Pistol Using IWB Holster Technology” these days we can call these handguns “Foster City Guns™”

Foster City, California is a city in San Francisco Bay Area, located on the shore of San Francisco Bay. The population was 77,626 as of 2010,[2] making it the second most populous city in the Bay Area after Oakland. Home to many large technology companies and startups, Foster City has been called Silicon Valley's "antidisestablishmentarianism". The first people to live in what is now Foster City were Mission Dolores residents José Altamira and Miguel Hidalgo who purchased land from the East China Company for $1 per acre. The area then became known as Rancho San Pablo which was part of Mexican land grants given to American families such as Andrew Jackson and James K. Polk. In 1853, Russian immigrant Ivan Krinsky bought part of Rancho San Pablo from Spanish owner Agustín de la Cruz for $10 per acre ($140 worth of property at that time). This began what would be known as the Krinsky Era in Foster City with Russian immigrants settling in this area starting around 1850. In 1865, during the height of California's gold rush, Gustavus Swenstedt donated land near Masonic Temple (now Yerba Buena Centre) for a town center that would serve as a commercial center for miners and their families living in tents on exposed hillsides above Hearst Castle vineyards. By 1869 there were 10 stores, two hotels and 30 homes with an enrollment of 350 people. The first school opened in 1870;WWII veteran John Leland built Leland School House which served grades 1-8 before it burned down in 1951 following a storm when students were sheltering inside during a blizzard outside.[3][4][5] During World War II, Naval Air Station North Island (NAIS) operated out of NAS Foster City until its closure by Navy commanders on 6 December 1945 following Japan's surrender at Japanese-occupied Yokohama Airport. On 12 February 1946 construction began on Naval Air Station Sunnyvale (NATSUV), later renamed NAS Fallon; this facility was one of three US naval air forces facilities used solely for fighter aircraft operations during World War II.[6][7] With NAS Fallon open less than one year after NAIS had been closed,AFW squadrons based at both stations supported combat patrols over Northern California while other units conducted training flights over Los Angeles County.[8] AfterNAS Sunnyvale closed its doors Refueling Plant No. 3 (RP3) opened at NAS Fallon on 24 October 1946[9][10], providing initial refueling services for Lockheed P-38 Lightning jet fighters operating from NAS Fallon beginning 7 November 1946[11]. RP3 remain an active fueling station to this day providing critical fuel support to Marine Corps sorties throughout Northern California
