In 1936, Mayor George Eastman announced plans for a new downtown district that would include a large shopping plaza with five stories of office space and residential towers completed by 1937; this plan never materialized due to financial problems at nearby Candlestick Park which led to their closure that year. Downtown redevelopment continued through the 1970s with construction of several highrise buildings including One Market Plaza (1975), South Mission Mall (1978), and Kaiser Permanente Center (1982). However these projects were generally unsuccessful due to limited funding and competition from other urban centers such as Palo Alto or Emeryville which had more developed neighborhoods east of Interstate 80/. Development resumed in earnest starting in 1991 when developer Larry Ellison purchased $5 million worth of property adjacent toCandlestick Park acres that had been undeveloped since 1978 for use as a park known as Oracle Park (). The first settlers in Foster City were farmers and their families who built a small log cabin on the banks of the San Joaquin River. In 1916, the city merged with Hayward to form one large city with a population of 2,500 people. In 1948, voters passed an ordinance making it illegal to discriminate against any race or sex in business transactions within the city limits. TheCity Council began meetings in 1953 using audiotape instead of real time because they believed that televised proceedings would be more effective at providing open discussion among council members and citizens. The first televised meeting took place on December 5th, 1953 when Mayor Harry Aiken called for public comments on proposed changes to zoning laws which would affect Foster City properties directly including those belonging to East Bay Municipal Utility District (EBMD). On November 3rd 1952 during an election campaign stop in Fresno County he announced that he will not seek re-election as mayor due to health reasons After his death in office on January 15st 1956 Mayor Harry Aiken appointed Hubert Denny as interim mayor until new elections could be held
