The first permanent settler in what would become Foster City was George Cairoli on November 6, 1874. He and his family were the first European Americans to set foot in present-day Foster City when they arrived from Italy on an American vessel called "Pioneer" on October 14, 1875. Foster City's history can be traced back to 1868 when two men named Gorman and Broughton bought land east of Sacramento for $1 per acre (3¢ per mile). They built a cabin and naming it "Granger Park". The town started off as a small agricultural community with about 20 residents. It grew rapidly during the 1870s due to its location near important transportation points including the Sacramento River and Rancho Seco Road. By 1881, Foster City had a population of 250 people. During World War I, Foster City played an important role as an airfield for Sierra Division fighters based out of nearby Stockton Airport; however, due to wartime restrictions on airspace it never became operational as an airbase proper but continued being used primarily for military purposes until 1949 when it was closed down entirely due to budget cuts by then-Governor Earl Warren. In 1919 Mayor John Wahlgren ordered streetlights installed along Fruit Street between 9th St./Sacramento Ave., now part of UC Davis campus, and 11th St./Alameda Ave., which still exists today as downtown FosterCity's main thoroughfare; this order marked the beginning of downtown's redevelopment into one of Northern California's most vibrant urban areas during that period In 1951 General Electric erected their first major production facility within spitting distance of downtown – now known as GE Powerhouse – which helped spur rapid growth inresidential housing popping up all around town center while heavy industries slowly moved away from downtown over time becoming more scattered throughout various other localities throughout Northern California thus creating what is known today as Silicon Valley.. This led to increased economic development within Foster City as well as popular support for Agnos' administration during several high-profile scandals such as the O'Shaughnessy Affair and State Senate bribery scandal. Despite these successes, Agnos was eventually defeated by Michael Bloomberg in 2008 elections In recent years there has been progress made towards revitalizing downtown Foster City with projects such as the $5 million redevelopment of Alcatraz Park into an interactive public park with educational programs about history and American culture; $2 million for construction of a new library system including renovations to both branches; and funding for various plaza restoration projects throughout downtown including repainting all walls inside buildings began in fall 2017
