Foster City was founded on November 15, 1887 by James Fenton Foster and his wife Lillie Hutton Foster as a small town on Rancho Santa Clara de Alisal near the present-day intersection of Hyde Street and Van Ness Avenue. The first post office was established in 1888, and it remained in operation until 1911. At its peak, Foster City had a population of 100 people. In 1915, Mayor John Plevna renamed the city after Edwin Drake Saunders who served as mayor from 1912 to 1916 and as chairman of the Board of Supervisors from 1916 to 1918. Saunders was born in Brooklyn, New York on December 12, 1878 and died on October 16th, 1944 in Boston. He became an American citizen in 1915 and served as mayor for two terms before retiring from politics at age 72 years old. In 1923 voters approved Measure Y which provided for the annexation of parts of South Park Heights into Foster City. On February 26th, 1928 voters passed another measure which authorized the creation of a new district called University District which would include much of today’s Stanford campus along with portions of North Beach (then known as Market Street) north of Polk Road (now Geary Boulevard), sections east of Haight Street between Embarcadero Drive and Fremont Boulevard (now Mission Boulevard), parts west of Masonic Temple between Jones Bridge Road (now Woodruff Way) eastward to Russian Hill southward to Mare Island Naval Air Stationnorthwest to Tiburon Peninsula southwesterly to Antioch Peninsula northeast to Treasure Island In both 1923 Measure Y amendments and 1928 zoning changes were made that promoted denser growth around major university campuses while maintaining open space within residential neighborhoods adjacent thereto including much now contained within Palo Alto limits via annexation by that city subsequent thereto during World War II when many military installations were moved or developed within those same boundaries – thus opening up vast areas formerly farmland or woodlands for development becoming central business districts today including large areas contiguous with Palo Alto

Foster City, California is a city in San Francisco County, California. The population was 24,822 at the 2010 census. It is part of the San Francisco Bay Area and has been called "America's most liveable city". The city was founded in 1849 by John C. Fremont as a cattle ranch on the southern edge of San Francisco Peninsula. In 1857, it became a town when the first post office was established in what is now Foster City. With its rich cultural history and wide range of architecture from Victorian to Modern times, Foster City has become known for its abundance of cultural events and for being one of the most vibrant cities in America. Foster City's early history can be traced back to 1849 when John C. Fremont proclaimed that he would build a new settlement on land which he had acquired east of Mission Hill after defeating an armies led by Napoléon Bonaparte at Adobe Walls in 1846. In December 1849, Fremont named his new community Foster City after James Fenton Foster who donated $5,000 towards its development. The original town site lay along present-day Market Street between Second and Third Streets and included only about twenty-five dwellings including Fremont's own house which he built near the center of town on Market Street while other pioneers built homes around it outside the current downtown area today. The Townsite Plan filed with the San Francisco Board OF Planning dated November 17th, 1850 shows that there were but five families living within limits defined by Post Office plat #2 (named North Beach), two residences belonging to Captain John Atherton located just north up Washington Street from Dogpatch Creek & bounded by First & Second Streets NW; one family lived within limits near Battery Park Road also bounded by First & Second Streets NW; four families lived within limits southwardly following residence lots owned or leased by Jonas Salk who resided between Portsmouth Square (& Bank Building) off Townsend Avenue NNW cornering Portsmouth square WEST side then northeasterly along Twelfth Street NE cornering Masonic Temple block before turning due east along Masonic Temple block thence northwesterly bordered by Masonic Temple block EAST side then southerly adjoining Point Reyes Station Block now day’s Point Reyes Station further down Townsend Avenue (then Saunders Avenue) …. Fourteen families were residing within Post Office plat #2 Limits posted November 17th 1850 as follows: North Beach 2nd floor single family 2 male 1 female + 4 children home owner wife 3 daughters 3 sons ages 8 thru 12 months old 2 single mothers ages 16 thru 20 years old rented dwelling home owner 1 married daughter age 26 years old ….. Foster City was founded in 1887 by three brothers, George, Lyman and Orson Foster. The city was named for their father, Nathan Foster, who had donated land to the town. The original town site included only a few hundred acres of land. However, over the years, the town grew and expanded. In 1912, the city annexation of unincorporated parts of San Rafael County made Foster City its own municipality. The population of Foster City reached 30,000 by 1920. In 1925, the city annexing of much larger portions of Richmond County made it even more populous with over 100,000 residents by 1930. By 1940 there were over 200 businesses in downtown Foster City and 1 million square feet (1008 m2) in all its annexed areas. During World War II Foster City became one of the most heavily bombed cities in America with ninety percent of all attacks taking place within its boundaries; however no loss occurred to either citizens or business buildings within the city limits!
