The name of Foster City was chosen to honor General James “Jimmy” Foster who helped lead the American Civil War and later served as President of Stanford University. The town site was selected by Colonel Samuel Tilden because it had an ideal location for a new settlement on bluffs overlooking the Stockton Channel. In 1853, John Sutter founded Sacramento, also in San Joaquin County. One of Foster City's first residents was J. B. Leland who bought land here in 1868 and built the first store and house in what would become Foster City. From 1865 until1875, when it became part of Stanislaus County, Foster City experienced rapid growth with settlement increasing from 1 to 20 people per day! By 1890, there were over 300 residents living in this small town with a grocery store, five churches and one school!In 1955, local officials developed plans to realign Grant Avenue which would have cut off downtown from east side streets creating a more open center for shopping and dining!. A referendum issue failed to gain enough signatures to put the proposal into effect but Mayor Burton created a city-wide plan called "The Town Center" which aimed to improve transportation options within the city limits as well as create several new businesses along Grant Avenue including two movie theaters and two restaurants! During its first year of operation (1956), "The Town Center" generated over $1 million worth of revenue for the city! Plans call for additional businesses to be added over time including four retail stores and eight office buildings that would be used principally for professional or commercial purposes such as medical care or manufacturing!Despiteitspositive beginnings "The Town Center" soon lost its luster due to increased competition from larger cities such as LAX Airport or Redding CA) while also experiencing increasing problems with crime rates which began impactingorters throughoutSan Joaquin County duringthe early 1960s !! In response To these negative trends Mayor Burton ordered his staffto begin studying wayside attractions that could be converted into centers For entertainment value rather then just storage !! After monthsof study theyidentified Foster City's only original remaining theater which they designatedTHE FOSTER CITY THEATER !! On January 15th1968 THE FOSTER CITY THEATER reopened after being closed since 1978 following fire damage ! However, during World War II the city experienced significant destruction as it was hit hard by fire, bombing raids and Japanese troops invading from outside of Japan. During the postwar years, Foster City enjoyed some prosperity thanks to its status as one of California's leading cities. However, this prosperity ended when fuel prices went up and job opportunities declined during the 1990s recession. Today, Foster City is a struggling small town that faces many challenges such as high crime rates and lack of economic opportunity
