A stagecoach stop called "Foster City" opened at this location on October 15th 1860; passengers could board and leave either at Stockton or Sacramento county lines. On February 14th 1861, President Abraham Lincoln spoke at an event at the Masonic Temple here about his plan to create a new western theater district including San Francisco Bay Area cities like Oakland and Berkeley which he proposed would be free from congressional regulation but would require governmental approval before opening so that rich people could invest their money there instead of south of the border where they were making their money). On April 10th 1865 during World War II Japanese forces bombed Foster City killing seventy four civilians with local response consisting of burning down homes Elephant Hill Road leading up to Government House (now Reed Hall) fifty nine civilian women collected cans full of gasoline dropped from bombers into Creek Valley injuring sixteen men caught within minutes when gas started cooking off inside house just outside city limits under excuse for ending fire). This attack forever changed downtown Foster City with buildings such as Government House being destroyed or heavily damaged for many years after war ended In 1951 Mayor Royce Larkin dedicated Pioneer Place Shopping Center which had been built adjacent to Government House as part of local redevelopment program In 1970s Interstate 5 was being constructed through town center cutting off access to creek valley so development abounded along I5 corridor while downtown remained largely unchanged In 1990s downtown experienced rapid growth due to new development around I5 corridor while old downtown slowly deteriorated throughout 1990s becoming more clustered around large shopping mall
