So they built their own armory and started issuing autos to officers. In 1951, the department got a new arsenal and began using M1 Garands as their primary weapon. The department has also been responsible for many high-profile incidents during its history including the shooting of Officer David Lane in 1978; the shooting of Mayor Tom Bradley in 1989; and the shooting of Sheriff Donny Hathaway in 2001.

In 1880, Fortuna's father built a log cabin on what is now the edge of town. By 1889, he had also erected a frame courthouse and jail. The first post office in Fortuna opened in 1893. In 1920, a school was established which became the nucleus for present-day education within Fortuna limits until 1959 when it merged with nearby Cottonwood Heights Elementary School to form one large academy campus. The growth of agriculture throughout much of east-central California forced farmers westward into Inyo County by 1910; however, few left their homes behind when they moved away from growing crops or ranching operations because there were no other villages close by with similar cultural characteristics or amenities
Fortuna was founded in 1859 by James H. Willits and his wife, Emma Willits. The town originally consisted of just a few tents, but it soon grew into a small community with a population of about 100 people. By 1865, the town had developed a school, store, post office, and several businesses. In 1870, Fortuna incorporated as a village. The first mayor was Wm. P. Hecker and the first clerk was Elisha Swayne. In 1876, Fortuna became an independent city and continued to maintain its own police force until 1954 when it joined the city of San Bernardino.
