On January 10, 1850, during the Mexican-American War, General Antonio López de Santa Anna ordered Captain Fernando Felipe to attack and capture all American prisoners in Baja California Sur (now Mexico). Santa Anna's order called for Felipe to burn down Folsom on January 11 but he decided against it because there were no buildings in use there by then. After Santa Anna's defeat, Lieutenant Colonel James Wolkoff took control of Baja California from Santa Anna and ordered Felipe to burn down Folsom so that American captives would not be captured again. On February 12th 1851 Wolkoff burned down what is now downtown Folsom after capturing two American cannons from two ships anchored offshore while they were being unloaded at Yerba Buena Cove Naval dockyard onshore in Fremont Bayou opposite Don Pedro Beach farther upriver in present-day Pasadena Harbor. With this action Wolkoff became military governor of Baja California under Mexican rule as part of Armyof Pacific Southwest campaign led by General Antonio Lopez de Santa Anna In 1865 Frédéric Chopin arrived at Point Mugu Lagoon which was located just south of present day downtown Folsom and built a cabin here over winter before continuing northward along Point Mugu Lagoon towards modern-day Ventura County where he sold land for development into homes today known as Rancho Carmine and Park Shore Drive neighborhoods respectively On March 15th 1870 an effort began by several farmers around Eureka Hammonds Mill northeast of what is now downtownFolsom to build a few flour mills using water power available from nearby Mount Wilson Reservoir however these efforts failed due to lack of financing and infrastructure including roads suitable for such an endeavor . In 1872 Jepson & Sons farmed some 1 acre (40 m2) per family on three hills southeast of today's intersection between I-5/I-10 Westbound lanesand US 101 Northbound lanes near Anza–Borrego Springs Casino until their purchase (with money borrowed) by George Hearst who renamed them Hearst Ranch after himself . By 1880 most residents within one mile (1 km) west or east of downtown had left due to economic problems related primarily to annexation by other cities or counties .
