Folsom, California is a small town in Sacramento County, California. The population was 7,811 at the 2010 census. Folsom is located on the banks of the Sacramento River and its namesake creek, which forms the town's eastern border. The river also bounds the incorporated towns of Folsom and Woodland; and unincorporated communities of Encina Mesa to the north and east. Folsom was platted in 1864 by Captain George Wickersham as part of a land grant to Daniel Webster from Rancho San Carlos de las Pulgas (now Rancho Cucamonga). Webster became acting governor after John Goodwin resigned from office on July 24, 1863 because he could not sell his share in Rancho San Carlos to General Storey for $10,000 due to Bankruptcy law. Goodwin had bought out Webster for $5,000 in 1859. The Town site developed slowly until about 1880 when an electric streetlight was built down Center Street near present-day Folsom High School. That same year Poma Millinery closed down due to overcapacity within local mills; but word spread quickly through social media that this mill was needing help so people flocked there to volunteer their time cleaning up or stocking shelves while awaiting closure orders which never came. In 1886 a post office opened with mail service being provided by stagecoaches running between Sacramento and Fillmore via Folsom Creek Bridge across I street in downtown Folsom For many years it was considered one of the most beautiful small towns west of the Mississippi River because of its prime location flanked by rich agricultural land on both sides of Interstate 5 between Sacramento County and Woodland County. In early 2000s -due largely to an increase number residents moving into heavily populated areas such as east Palo Alto outside South Pasadena & Irvine etc.--Folsom lost some commercial production jobs including several fabricating plants making aluminum cans & various other products now located away from hometown center near new high school/ LIB complex/ movie theater etc.-- But overall strong economic development has kept much rural farmland around town along with numerous smaller businesses providing nearly everything needed for day-to-day life--including groceries if you can find them--many small businesses have been open since before cell phone technology existed!
