In the early 1900s, Folsom was a small town in Northern California. It was known for its cheese and wine industry, and the Mount Diablo Park District was founded in 1916 to provide public space for activities in the town. In 1928, Folsom became an incorporated city with a population of over 25,000 people. The Mount Diablo Park District was disbanded in 1951, but it is still used today as a park district. Folsom was platted in 1851 by James Folsom and J.C. Richardson as a result of the Gold Rush. It became a city on July 1, 1907, when it annexed parts of South Sacramento. The name "Folsom" originates from an early settler's suggestion that the place be called Fort Folsom after General Anthony Wayne's victory over Mexican forces at what is now known as Battle of Bear River (May 8, 1853). The site of present-day Folsom was first inhabited by Native Americans dating back to about 1240 A.D.. In 1776, Rancho San Francisco de las Pulgas was patented to Juan Bautista Alvarado and José Castro who named it Rancho Santa Fe de las Pulgas after their fathers' rancho near modern-day Fresno City in southern California. In 1847 James Folsom found gold near here while prospecting for quartz veins with his brother John Folsom—the first person to find gold in this region east of the Sierra Nevada Mountains and south of Mono Lake On July 1, 1907, due to its annexation into South Sacramento by other cities such as Northridge and Arden Hills, Folsom became a city under then-Mayor Harry Laughlin with a population of only 10 people and 7 businesses downtown before annexing much larger portions of South Sacramento including 2 blocks north on Slauson Avenue from Bushnell Street until just past Interstate 5; 9 blocks west on Garnett Avenue between I-5 and US 50; and most importantly 3 blocks east along I-5 corridor from Bushnell Street all the way to Capital Boulevard/Old Capitol Road junction whereupon annexed areas had a population exceeding 30 people within 6 years . The following year Mayor Laughlin proclaimed July 1st "City Day" & festivities were held throughoutJuly with speeches by various mayors & dignitaries before becoming an official city Limits day November 15th annually thereafter
