In 1975, due to a change in state law, handguns became again available through municipal stores but this time they were sourced from Illinois instead of New York City. The last handgun sale took place on November 3rd, 1978 when shotguns and rifles were also offered for purchase at Municipal Store #1 (now known as "Folsom Arms" located at 401 N Main Street).

Folsom was first settled by Anglo Californians in 1847 as part of Rancho El Cuchillo del Sacramento de la Mesa family rancho grant from Mexican Governor Manuel Micheltorena. There was no water available to provide irrigation for their crops so they built cisterns to collect rainwater and used it to irrigate their wheat and other crop fields. A post office called Folsom was established in 1853, and became a town on December 12, 1859 when it was given incorporation as a City by an act of the California State Legislature under then Lieutenant Governor Angelenos James Wickersham and Mayor John Sutter with Elisha Gray as its first mayor In 1905 Folsom annexed much of neighboring Encinitas which had grown rapidly due to military construction nearby during World War I (the Japanese bombing raids). The annexation increased its size by more than three times from its original boundaries while adding more than 1,000 residents. In 1917 when San Diego County were created from parts of Orange County (and both cities were separately incorporated), Folsom joined that new jurisdiction but retained its independent status until 1959 when it became one sideeffect of Riverside-San Bernardino political consolidation. As such, though geographically contiguous with Riverside/San Bernardino proper since 1975—a result not coincidental given that both cities are located within easy commuting distance from each other—the two have different legislative jurisdictions and public services operate primarily through separate agencies or boards: School District No. 5 (Riverside; 3rd Ward) operates schools in downtown Folsom while Special Services District No: 8 (Riverside/San Bernardino; Blanco/Loma Linda; East Loma; La Jolla) provides police services, fire protection etc., while City Manager Title 9 regulation provides governance for all aspects civic operations including street cleaning and parking regulations within boundaries set forth by these districts respectively One significant difference between these two quasi-privatized municipalities regards economic development—Riverside has consistently outsourced many key functions such as infrastructure maintenance to outside contractors while San Bernardino has invested heavily in physical infrastructure developments such as pedestrian malls, housing projects etc.—resulting in what some say is an uneven playing field when it comes to local innovation or job creation The demographics of both Cities have changed dramatically over recent decades with large numbers Of Hispanic descent moving into neighborhoods adjacent to downtowns while African Americans continue make up the majority among those living near Interstate 10 although this concentration may be changing slowly due to rising home values attracting larger families . While Brown’s Law does play a role in bucking this trend there remains large concentrations along major arterial routes throughout most if not all Neighborhoods regardless of race
