After buying Rancho Miguel from Pedro Menés de Linares on October 17, 1854 (now part of Sacramento), Sutter built a ranch house there which remains standing today as Stanislaus County Courthouse Annex #2 (). In 1865 Californian gold seekers discovered caches of gold coins near where Folsom now stands; this led to increased settlement nearby and eventual incorporation as Folsom on December 12 of that year by an act of the California Legislature under Governor Edmund Gourley (). The name has been variously applied to various neighborhoods within downtown: Downtown Business District (), Pioneer Square (), Riverfront Plaza (), Civic Center () and Bayview Village (). As early as 1875 earnest efforts were being made by local citizens to secure passage of a state bill authorizing township organization; when that failed they moved their attention to town government which they did successfully pass on November 3rd with Jens Christensen presiding over its first meeting ever! On January 1st1876 City Council assumed all powers formerly vested in Township Committee members +1 vote from Mayor Christensen (!). A charter granted by Gov Hennepin entitled "City Charter No 2" provided for an elected Board of Trustees responsible for general welfare & management including fire protection (the present day Recreation & Parks Department) . Legislation passed subsequent years providing for sewer system installation+$5000 per capita surcharge authorized Town Hall construction costs but no other public works were financed . An appropriation request submitted by Mayor Christensen requesting $6000 towards paving streets resulted in a grant amounting to $14000 plus interest! This alone indicates great promise for growth potential here – future mayors might take note! The excitement generated by these advances soon gave way however to fear over fire danger; indeed one report even suggested planting “furtive bushes” around all important business blocks so people would not see if there was any kindling available ! In response Capt Ransom ordered all fires stopped immediately or face disciplinary action !! Unfortunately this order too fell short & only 7 buildings got scorched !! Firefighters responded quickly tho - another successful response from Capt Ransom !! However this type of defiance against orders eventually caught up with him – he lost his job b/c he could not control these types Of incidents !!
