The Fillmore Shooting Association was founded in 1937, by Tom Ballard and his brother Roy. The association became a non-profit organization in 1951. In the late 1940s, the Fillmore News Herald began printing a paper called the Fillmore Bulletin which served as the promotion and support arm of the shooting association. In 1952, Donny Burt joined the board of directors of theFillmore Shooting Association after leaving his position with Southern Pacific Railroad. In 1955, Bill Precht became president oftheFILLMORE SHOOTING ASSOCIATION after serving as vice-president for four years previous. In 1958, Dave Fenton took over as president from Bill Precht. In 1961, Roy Ballard passed away and was succeeded by Donny Burt again as secretary-treasurer oftheFILLMORE SHOOTING ASSOCIATION. In 1965, Charlie Harper became treasurer and then director when he left his job with Western Oil Company to become an assistant manager at Fillmore High School where he had been a student since 1954. In 1978, Jerry Welsh became treasurer when he resigned from his job as marketing manager at San Francisco State University to become an official member oftheFILLMORE SHOOTING ASSOCIATION.
