In 1974 Fillmore incorporated as an unincorporated community within Kern County with a population of 2,100 people. Today it remains a small rural community with few commercial businesses outside of its own school district

The town was named for General John Cranch, who had led an expedition against the Mexican-American War in 1846. In 1850, Fillmore became the county seat of San Bernardino County, California. The towns of Fillmore and Moreno Valley were founded soon afterward and both served as county seats until they were replaced by Riverside in 1923.
