Fillmore was founded in 1850 by Acting Governor of California John B. Fillmore and his wife, Lydia Maria Child. The town was named for General George Armstrong Custer, who had died in 1872 during the Black Hawk War. It became a flourishing agricultural community with many mills and businesses. In 1859, Fillmore was incorporated as a city. However, it struggled to keep up with the larger San Francisco City government and eventually lost its charter in 1870. In 1906, Fillmore merged with neighboring West Oakland to form the current city of Oakland.
