In 1846, Fillmore was founded by Josiah C. Fillmore as a military post on the site of today's downtown San Francisco. In 1852, Fillmore became the capital of California when Sacramento was chosen as the state's new capital. By 1850 there were over 100 mining camps located around Sutter’s Mill alone (). Many more followed throughout the years due to discoveries at other locations including Butte Creek (), Redding Creek (), North Valley Gulch (), and even offshoot communities near present-day Ukiah (). The towns that developed around these mines quickly prospered because they had access to water transportation via small rivers and creeks which emptied into San Francisco Bay or into nearby Tulare Lake (). This large open area now includes most of downtown San Francisco () and much of northSF (), making it one of the most diverse cities in America(). Due to this boom in mining activity along with growing population density (especiallyamong African Americans), many streets and buildings have been replaced with newer structures or are still under construction (); for example Telegraph Hill(), Potrero Hill(), MidtownSanFrancisco(), Chinatown (), Financial District () etc.).
