At that time it also became one of the few cities east of Sacramento without a Chinatown or other Asian-American community. In 1912–13 when East Palo Alto (northwest of San Francisco) annexed much of neighboring San Mateo County including Fairfield Township – making it SAN MATEO COUNTY instead of FAIRFIELD TOWNship – Fielding Waddell served as Mayor; he was succeeded by his brother Harry Waddell who served until 1936 when Harry's son John Waddell took over as Mayor until his death in 1957; after John's death Raymond Jaffe became City Manager from 1957-1982 succeeding his father; during this time many major new businesses were established such as McDonnell Douglas Corporation which moved their headquarters to Fairfield from Silicon Valley in 1984; during this time many other large companies relocated operations to/from eastern Contra Costa County including Hewlett-Packard Company which moved their Headquarters to Pleasanton from Menlo Park in 1996; finally following Raymond Jaffe's retirement in 1982 & successor Lois Ellerbe's appointment as City Manager she led the City through several difficult years before achieving success with expanding services such as streetlights & adding more parkland
