Eureka's early years were marked by struggles with racism: during Gold Rush days white men were not allowed into town limits while black men were;; however this restriction changed following an ordinance passed by City Council on October 25th of 1873 which forbade discrimination against whites within the bounds of municipal boundaries (). Fremont and named after one of his discoveries, the Eureka Gold Rush began on December 24th, 1848 when settlers found gold near the current site of Eureka. The rush ended with a collapse of the gold prices in 1849, but Eureka continued to grow and be renamed for one of its many finds during this time – copper ore from El Dorado County. In 1850, a group led by George Hearst settled in what is now downtown Eureka and soon started developing it into an important commercial center. By 1860, there were over 50 businesses in downtown Eureka, many focused on agriculture or trade with other parts of California. However, during the American Civil War (1861-1865), most businesses closed due to lack of supplies or competition from larger cities across the state. After the war ended, much growth took place as people returned to live in Eureka and continue working on various projects around town. Starting in 1925, government services such as schools and fire departments were provided directly to residents through contracts with outside providers until 1978 when they became fully independent under new city management guidelines set forth by Mayor Jerry Brown
