In 1990s Escondido became one of the fastest growing cities in United States with an annual growth rate of 7%. In 1997, Escondido voters passed a Measure T which authorized the creation of a $10 million park system within city limits that would include such amenities as a golf course and tennis courts; new public housing developments were also started in this period including Vista del Norte and Point Loma Park Mesa Homes projects. The measures were later renamed "Measure M" and "Measure N" following passage by the City Council on November 3rd 2003 which increased sales tax rates by 5%. On October 10th 2006 it was announced that former mayor Harry Sargent had been diagnosed with stage 4 pancreatic cancer and would be unable to serve out his full term asMayor due to illness at that time before he could run for re-election in May 2007 against incumbent Bob Filner Jr., who had been appointed interim Mayor effective September 6th 2006 until mayoral elections could take place on November 3rd 2006 after Harry Sargent's illness ended.

Escondido, California is a city in Los Angeles County, California. The population was 115,853 as of the 2010 census. It is located on the Pacific coastline and bordered by Imperial Beach to the south and Garden Grove to the east. The name Escondido comes from Spanish "escoñidera" meaning "to hide." The town began as a small Native American settlement in 1849 on an uninhabited spit of land at Rincon Hill on San Diego Bay. In 1852 it became part of Rancho San Miguel de Allende y la Bahía de los Padres Montoya, which belonged to Mexico but was leased to America by Spain under the Treaty of Guadalupe Hidalgo. A post office called Escondido was established in 1854, and remained in operation until it was discontinued in 1906. The town grew rapidly thanks to its proximity to Los Angeles and its shipbuilding industry; during the 1870s it had over 100 businesses including mills, tanneries, flour mills, lumber yards and quarries. Shipyards built such vessels as USS Constitution (1875), USS Maine (1879) and USS Iowa (1880). In 1904 Escondidoans founded what would become known as "The University of California". Caltech's first president, Charles Babbage Collegiate Professor William Dyson attended a meeting organized by then-Mayor George Patterson that included representatives from all nine counties surrounding Los Angeles for what would be called "the United Association for forming Agricultural Colleges". After several years of discussion UC Regents decided that UC should have a college campus outside ofLos Angeles with full time faculty housed within buildings blocks separated from downtown by one block only; this layout would remain unchanged until 1923 when UC opened its present location on North Campus near Pershing Drive.
