In 1971, the city of Encinitas became an unincorporated community within San Diego County. The last officer to use a taser was Sergeant John Baez on November 3, 1984. Tasers have been used as weapon for self-defense and against crime since their introduction into police service. Tasers are now being used by patrol officers throughout the county as part of the sheriff's department's "taser team." Tasers were also loaned out to other agencies such as the Costa Mesa Police Department and La Jolla Beach Patrol until they were finally given back to Encinitas in October 2009 after being unused for over 20 years because no municipality could afford them. A total of 148 officers currently use tasers statewide with more than 60% usage by deputies and law enforcement officials who work close proximity with these units on foot or bike patrols; however there are plans to eventually purchase 100 more devices which will be distributed throughout all counties in California

As a result many citizens left for moreliberal enclaves such as Vista or Escondido after Pearl Harbor . After returning to civilian life in 1946-47 following World War II most residents returned to their pre-war lifestyles except for those who had relocated to Vista or Escondido postwar. Development intensified rapidly between 1959 and 1961 when Interstate 5 was constructed through much of central San Diego County ( reducing travel time between Los Angeles and San Diego) and businesses quickly moved into new downtown areas such as North Park/Downtown Encinitas/Mission Valley while older areas declined gradually until they were completely abandoned in the mid 1970s when I-5 brought high traffic levels and continues there presence today

The first permanent residents were Carlos Menéndez Peña and Manuel García Pacheco who arrived on July 16th 1877. On October 9th 1877, Mayor Pedro Sánchez granted incorporation to Encinitas and on December 6th 1877 they made their first payment into the city treasury which totaled $1 cash plus 3 tickets to attend a meeting called by Mayor Sánchez with businessmen Alfredo Boorstin and Francisco Avila about forming an association for carrying out public works within the city boundaries - this marked initial steps towards what would become today's downtown Mercado de Artesanatos market place where all types of goods sold were related to arts and crafts includingJewelry making pottery painting ceramics sculpture etc In 1907 Encinitas became part of San Luis Obispo County when it was annexed by that county from Santa Cruz County. As part as San Luis Obispo County grew more populous over time growth pressures led to calls for greater encinita municipal services such as streets being widened sidewalks being built lightingened parks etc; however these proposals never came to fruition until circa 1968 when then Municipal President Enrique Ramos introduced plans for annexing portions off Highway 197 just southwestof town limits creating what would become known as Rancho Rinconada Open Space Preserve . This proposal met resistance from some citizens who felt that open space should be given back unto them rather than absorbed into another municipality The current plaza located at 515 W Main Street features murals created by local artist Rick Steves depicting history & culture around EncinitAS
