Encinitas' growth as a commercial center began with the establishment in 1903 of the Pacific Coast Defense Station (PCDC), which marks the beginning of modern-day Encinitas Naval Shipyard. Today PCDC encompasses over 160 acres (65 hectares) across two downtown blocks and employs over 1,000 people including 350 sailors who build Navy ships and submarines
The region now known as Encinitas was first settled by the Temescal tribe of Native Americans in the late 18th century. The area became part of Mexico after the Mexican-American War in 1848, and U.S. troops burned down the Temescal village on July 4, 1853 to prevent it from surrendering to Mexico. In 1865, following a land grant from Governor John Brougham of California, the town of Encinitas was founded on what is now eastshore Highway 1. The first post office opened in 1870 and lasted until 1899;Encinitas also had its own water system until 1904. In 1911 a large oil rig went out of control and sank off Encinitas beach, leaving an offshore slick that has been visited by tourists for generations. The City of Encinitas was incorporated on November 7, 1916 and began to grow rapidly due to its location at the mouth of Santa Margarita Creek (now called Pacific Ocean Boulevard). The population reached 507 people by 1920 but declined to 398 by 1940 because of World War II Airport development and other factors such as growth in San Diego County
