In 1838, General Antonio Lopez de Santa Anna ordered militia forces to expel all Californians west of San Francisco from Mexican soil including many of these grantees. In 1859, Major General Edmund Smedley Butler ordered an investigation into why so many people had come west to rancho their land when there were no opportunities for doing so in the east due to lack of water or minerals. After finding that many families had been driven out by Native Americans andCalifornian gold miners, Butler instructed his military commander at Fort Tejon to open up Rancho Elkhorn which lay adjacent to Rancho San Joaquin south of Yuba City (now Redding) for European American settlement according as assigned claim by Emperor Mexico through his viceroy Don José Gabriel Vallejo on December 17, 1858; this area became known as Yosemite Valley because its then owner was Colonel John Hetch Hetchy (1802-1865). It wasn't until May 1861 that Captain George Atherton platted a street grid for the town on property lying north/northwest of present-day Elmhurst Avenue between Mission Boulevard and Reseda Boulevard. On October 6th 1861, Captain Atherton named it after Major General Butler's Awarded Rancho Elkhorn which he had just acquired from Mexican landlord Santiago Alvarado y Costilla after winning a legal battle against him over grazing rights on public lands east of Sacramento River; Alvarado y Costilla surrendered his occupation with arms on November 3rd 1861 following news reports that Ulysses S Grant was about to march upon Sacramento under orders from President Abraham Lincoln withraid conquestof California especiallyElk Grove whereupon Captains Atherton & Wemyss moved their command post from Yuba City prior thereto & laid down plans for Town Planning Committee appointed December 5th 1861 consisting thereof Captains Atherton (& Wemyss) First Selectman James Kappelden Deputy First Selectman William Coventry Second Selectman John Matson Third Selectman Lorenzo Dowling Fourth Selectman On January 1st 1862, Captain George Atherton erected a Post Office building herefrom fronting Elmhurst Ave., behind present day Masonic Temple residues private lot 2 stories high with full width gable roof cornice terminating above chancel arched opening surmounted by bell tower rising 12 stories with spire 20 feet high pinnacle visible from street apx 100 feet northeast corner Roxburgh St NE On April 8th 1862 Calvary Episcopal Church cornerstone laid Captain George Atherton died here September 15 1865 age 71 years old having served our country faithfully since 1862 when we met at Yuba City CA
