In 1907, Mayor Harry Jaffe appointed developer Francis Sexton to develop land east of downtown for housing units which would become known as "The Park". In 1912 Mayor Harry Jaffe named developer Reuben Goldwater to develop land west of downtown for housing units which would become known as "The Plaza". In 1916 Mayor Harry Jaffe named developer Albert Hammond to develop land east of downtown for housing units which would become known as "The Lakeshore". In 1920 Mayor Harry Jaffe named developer Sidney Cobb to develop land west of downtown for housing Units which would become known as "The Boulevard". All three developers were successful in developing their areas but failed when they ran out of money during the Great Depression. After being unsuccessful in redeveloping their areas during the depression, all three developers decided not to renew their contracts with the City and moved away from townspeople who were so supportive during their previous redevelopment attempts within town limits

Elk Grove, California is a small town in Northern California located about an hour north of San Francisco. The population was estimated at just over 10,000 people as of the 2010 census. It is named for two Elk trees that stand on the edge of town. The first white person to live in what is now Elk Grove was John Coston who settled there in 1849. He and his wife Catherine came from England and were the first Europeans to live permanently in what is now Elk Grove Township. Catherine died young and John moved to Illinois but returned to visit his son John Coston Jr. every few years until he died in 1901 while on vacation in Mexico City. In 1851, George Armstrong Clark visited the area and recommended it for settlement because of its fertile land, good water sources, and friendly Indians. In 1857, Captain James Ketchum started construction on a wagon road from Sacramento down the Feather River valley to Stockton which finally linked up with the major route system near modern-day Fresno around 1870. This opened up much of today’s CA wine country with access to Creek Valley farminglands across southern Kern County and into central Baja California Sur where Mission Dolores stands today – one of many early towns built along wagon roads during this period including Coalinga (1860), Yuba City (1862), Ukiah (1868), Marysville (1870) and Shasta Lake (1873). By 1880 AD there were about 100 residents living within present day Elk Grove Village; by 1920 AD there were 1,500 inhabitants living within present day Elks Grove Township; by 1940 AD there were 4,500 citizens living within present day Elk Grove Village proper; while by 1980 AD only 2200 citizens lived within present day Elks Grove Township proper

Elk Grove is a small city in Southern California, located on the eastern edge of the San Gabriel Valley. The population was 36,811 as of 2010. Elk Grove was founded in 1887 and became a municipality in 1893. It is part of the Los Angeles metropolitan area.
