When Sacramento moved from its old capital city site northward in 1858, it took over Stinson's Rancho Sayre offshoot which lay east of Elkhorn Avenue between Beaumont Street and Haggerty Avenue (now part of Stinson Boulevard). To help manage this relocation process, City Marshal James Blythe appointed Jno.[1] From 1860 until 1861, when Sacramento reoccupied Stinson's property following its successful campaign against Gold Rush fever, Jno served as unofficial foreman for various Agricultural Mission land grants made by Acting Governor James Folsom at that time under Section 7(a) of California statehood statutes (see also Grant Lands Act 1861)). The mission land holdings formed what is today's Elmhurst neighborhood south of downtownSacramento during this time period; shortly afterward they were organized into several districts - Northridge District (including Elmhurst), East Side District (including much later Northridge/Eastside Neighborhoods), South Side District (including parts now Oakwood/Downtown Oakland), West Side District (all former South side district), and finally Central Western District which included most large missions still extant by 1880... [T]he Mission Land Claim Act brought about mass emigration from eastern portions of California during 1860-1870 due to gold rush Fever; ranching methods had not yet been developed thereabouts so people worked on their properties close to home rather than go out prospecting.. Elkhorn Ave., just west of current Ahmanson Blvd., was then called Uptown because Streetsville Rd./Foothill Dr./Central Ave., running east-west approximately paralleling Center Blvd., had recently become fashionable among elites & professionals because it gave them easy access EAST OF CENTRAL SAN FRANCISCO right up past Market Street (& beyond) where Gilded Age businesses could be found
