El Segundo’s growth has paralleled that of its adjacent municipalities – Santa Clarita to the east and Huntington Beach to the west – both struggling with population loss during difficult times throughout 2000-2010 due primarily to state budget cuts caused by Proposition 13 (the state property tax reform law). Although both cities face unique problems unique to their respective neighborhoods – greater poverty rates in Ventura County relative to other parts of Southern California while El Segundo struggles with high levels of crime[3][4], they nonetheless share important qualities: strong community spirit, close knit relationships between residents, cultural diversity including Mexican heritage,[5][6][7] priority placed upon public service provision relative to commercial development,[8] focus upon environmental protection near Channel Islands National Seashore[9], common interests among neighbors despite differences in wealth or ethnicity.[10] These factors have helped make each city extremely vibrant and attractive destination for residents who want quality education and affordable housing but also preserve local character".[11][12][13][14]

The first councilman in El Segundo was Manuel Martinez; he served until 1912 when he was succeeded by James Witherow. In 1916, the commercial center at East Main Street and Avenue P developed into what is now known as Downtown El Segundo with its three blocks of high-rise buildings that include City Hall (now known as City Hall Annex), Bank of America Building (now JP Morgan Chase Tower), and American Telephone & Telegraph Company Building (now Comcast Center). This also included two small hotels: Stranahan’s Hotel and La Romareda Hotel which were built next door to each other across from Municipal Court on East Main Street between 1915 and 1917; both are now demolished but their foundations remain visible inside City Hall Annex today. During World War II most businesses closed but some such as Kaiser Aluminum Works plant produced many war materials for Southern California troops including aluminum cans for ammunition manufacturing plants throughout Southern California; these can be seen near downtown El Segundo today at 4th Street/Metro Park Way intersection south of Interstate 10 West
