El Segundo was first inhabited by Cahuilla Indians who were forced out of their ancestral homes in 1847 by Mexican soldiers. In 1865, the United States purchased land south of San Diego for $8 million which became known as Rancho Santa Fe de los Angeles (Rancho Los Angeles). On November 5th, 1903, the City Council voted to name El Segundo after José María Argüello y Gasset who had recently become a citizen of Mexico City. The first recorded mention of El Seguno comes from April 10th 1881 when two men named Arguello reported seeing “a small village on the bank” about 25 miles north-west of San Diego. In 191562 Santiago Carrillo bought some 640 acres (240 hectares) east-northwest of present day downtown El Segundo from Rufino Gomez for $10 per acre ($640/ha). Carrillo planned to develop it into a citrus grove but instead he used it for grazing his cows and growing maize until 1927 when he constructed what is now known as East Side Park which included a baseball/softball diamond with stands for 350 people adjacent to an elementary school auditorium that seated 400 people. This park served as an important social center for Latinos throughout southern California until 1958 when construction began on West Side Park which would eventually become home to Dodger Stadium and other high profile tourist destinations including Disneyland Resort; however this project never came to fruition because Carrillo died before it could be completed. In 1927–28 Joséfina Gutiérrez built her house number 2 on lot no 4 along State Route 126 near present day Harbor Boulevard; she named her house Nochixtlán after her father General Agustín Niebla y Gutiérrez who had fought against Spanish forces in Sonora during Mexican War II (1921-1925). Nochixtlán would later become part of town renamed Hillsborough Pueblo following an act Passed by the state Legislature entitled "An Act To Repeal all Acts And Laws pass'd Since January 1st last" & Approved By Governor Ernest Moraga On February 3rd 1928 (). This Act repealed all laws passed between January 1st 1902 & February 3rd 1928 inclusive within unincorporated territory comprising parts or all thereof now called Hillsborough Pueblo . In 1933 Mayor Roosevelt appointed George Wernham as Municipal Manager effective May 15th 1933 under section 232(c)of Chua's Public Services Code enacted pursuant thereto relative to matters pertaining thereto such as airport operations etc., with authority to effect changes therein without prior notice or hearing being given thereby & also directed him not only “to protectthe interests and rights” OF EL SEGUNDO CITY BUT ALSO TO PREVAIL UPON ANY DISAGREEMENTS BETWEEN THE MAYOR AND PUBLIC OFFICIALS WITH RESPECT TO THE SUPPLEMENTAL PROVISIONS OF THIS SECTION . Mayor Wernham successfully carried out these directives while maneuvering between powerful business interests opposed both politically&economicallyTo any change& modifications affecting municipal services essential TO THE GENERAL GOVERNMENTWITHOUT THEIR OBJECTION
