In 1907, when Sepulveda Boulevard was formed as part of annexation by Los Angeles County, all but one block of present-day Main Street were included within Sepulveda Boulevard's boundaries. That lone block - which includes much of current-day El Segundo - was reserved for the town of Seguin which had been founded just east of Seguin Lake by Mexican Americans who fled ranching operations west of San Gabriel Valley. Consequently, el segundo became known locally as "Segunda Vida", or "Second Life". The name stuck and today it remains an integral part of local culture as well as official naming convention for both cities' police officers and fire departments

El Segundo is a city in Los Angeles County, California. It is located on the southern coast of Long Beach Peninsula and has a combined population of 66,746 as of 2010[1]. The name from Spanish means "the end".[2] The city was founded in 1887 by Englishman Harry Elmer Wright and his wife Nellie Mae Fowler. It became an incorporated municipality in 1907.[3] The first post office in El Segundo opened in 1886. The town rapidly grew due to its location on the open water at the mouth of the Duarte River. By 1900, El Segundo had over 1,500 residents and several small businesses. In 1905, the city annexed part of Hermosa Beach which then had a population of 10,000 people. In 1911, after years of debates between locals and developers over land titles, El Segundo officially became an independent municipality with its own government under Mayor Frank Condon. At this time it boasted a population size greater than that of Beverly Hills – both cities were chartered municipalities but did not have their own police department or fire stations until after World War II when they were merged into Los Angeles County Mayor Condon successfully lobbied for annexation by Anaheim (a neighboring city) in 1923; however annexation was delayed because officials could not agree on what would be done with all the new territory. On May 1, 1926 voters approved annexation by Anaheim without any debate or opposition,[4] making El Seguno one of only two cities in Los Angeles County to become incorporated during its first decade-long existence (the other being Monterrey).[5][6] El Segundo saw rapid growth following annexation into Anaheim; by 1930 it had reached 2,000 residents and 12 businesses.[7][8] However growth slowed down around 1935 due to regional recession[9][10]; however incorporation didn’t resume until 1957 when it again passed with no controversy[11][12]. The City Council ratifies ordinances “in camera” meaning that no public hearings are held before they are adopted–thus giving rise to legend that “No votes were ever taken on important issues because council members feared embarrassing publicity”[13]. This practice helped keep council meetings private and allowed for more efficient decision-making process overall as well as avoiding potential conflict between different factions within the municipal governmentaelsewhere such action might result in embarrassment or even political instability
