El Segundo's history dates back to 1887 when it was established as a small community on the site of present-day El Segundo Boulevard and Hawthorne Avenue by original settlers from Russia. In 1912, El Segundo was incorporated as a city with a population of 15,000. On July 8, 1920, it became an independent city again with a population of 50,000 people due to its status as part of then-Los Angeles County. The city annexed portions of Harbor City in 1932 and 1950. Rancho Simi Valley became an agricultural area around 1903; citrus production began in 1905 and continued until 1945 when all land east of Ventura Boulevard was developed for other uses including commercial agriculture and housing developments such as Southridge Village (now known as Koreatown). After World War II ended there were strong efforts to open up nature reserves so that development could not occur near natural resources or water supplies which would have threatened future generations; this led to calls for annexation into unincorporated areas located north of downtown which were accepted but did not result in any growth within the boundaries given that these lands were outside OCRA limits. In 1965–1966 two planned communities were built: Northridge and Echo Park—the latter incorporating much older Rancho Simi Valley land—but they failed to take off because residents wanted more density than what had been offered in their respective neighborhoods inside OCRA limits. This failure led developers looking for opportunities outside OCRA limits; however, no new planned communities emerged until recently when Echo Park submitted specific requests for annexation into Unincorporated Santa Clarita County based on its desire for more residential density along with access to major highways that bypassed nearby Fullerton and Glendale neighborhoods
