El Monte, California is located in Los Angeles County. The population was 121,713 at the 2010 census. It is the second most populous city in Los Angeles County after Compton. El Monte is a small city on a main thoroughfare between Downtown Los Angeles and Pasadena, with a population of only about 60,000 people as of 2000. The area that now makes up El Monte was first settled by Native Americans in 1848. The town started to grow when the Southern Pacific Railroad arrived in 1871 and began building tracks through what is now El Monte. In 1900, the name of the town changed from Indian Wells to El Monte because it had been chosen as one of two towns for development within an area that would become downtown Los Angeles. El Monte became a municipality on February 14th, 1912; its incorporation as a city followed on March 3rd of that year. In 1949 El Monte merged with neighboring Watts (now charter city) to form one unified municipality with a total population of 41,000 people. On November 11, 2005, Measure B – also known as "El Mono Tax" – failed to pass through San Bernardino County Board of Supervisors because it did not receive majority support from residents living within el monte borders; this measure would have taxed property values within el monte boundaries above $1 million per year (the current value).
