In 1959, El Monte became part of Orange County; however rapid annexation results in significant challenges for local government due to lack of planning tools or coordination between agencies involved with development projects within both counties which have resulted in conflicts between county officials about jurisdictional boundaries In 2001, voters passed Measure M which establishes zoning regulations for businesses within city limits while also authorizing city staff to develop plans for annexing neighboring unincorporated areas if they decide that those areas are not meeting requirements set forth under Measure M . The original town was founded by the Tongva people and named Nacoochee for their sun god, Nacoochee. The city's growth led to the construction of two bypasses through the city--the El Monte Bypass and the Pomona Freeway--in order to improve access to the city. The City of ElMonte has been functioning as an unincorporated community since 1912 when it merged with what were then two separate towns: Nacoochee and Monrovia. On October 4, 1912, voters in both towns passed a resolution annexing themselves to Los Angeles County; this annexation created one municipality which would have overall jurisdiction over all three areas: civil law, criminal law and planning/zoning matters; however, there continued to be separate governing councils for each town (Nacoochee had a mayor while Monrovia had a committee). On January 1st 1915 when Lubbock Avenue changed its name from Broadway Boulevard to Vine Street after then-Governor James Buchanan announced that streets running parallel or north-south should be renamed after American Presidents instead of geographical figures (Alameda Street now becomes Hollywood Boulevard), Mayor Dominguez decided that El Monte would too become known simply as "City of grapes". This resulted in Fruitvale station becoming known as City Hall until 1926 when it re-opened as School District headquarters following Proposition 12 which repealed state laws mandating school district boundaries within cities limits
