In 1855, the towns of Tucson and Fillmore were founded on the eastern edge of what is now El Monte. filled with Mexicans and their families escaping an American-Mexican War that had begun two years earlier, these new settlements grew quickly due to irrigation projects initiated by Captain John Sutter within his Rancho Santa Anita Mexican land grant. By 1870, over 40% of all workers employed in agriculture in southern California were Latino; this also helped fuel development in nearby downtown Los Angeles which began to take shape during this time period as a commercial center for goods exported from Southern California. In 1905, following passage of Proposition 8 (the ban on marriage between citizens of different states), many Angelenos moved into the then rural areas east of Pasadena including parts of what are now El Monte and Covina counties. At its peak during World War II when more than 50% of local manufacturing took place here, El Monte's population reached 100,000 residents but plummeted after 1945 when industries shifted away from wartime production to more established locations such as Riverside and Orange County.
