El Monte is a small town in the San Diego County, California area. It was founded by Mexican Americans in 1847 and has been home to a number of gun protection activities over the years. The first organized gun protection movement in El Monte took place in 1906 when two men, Hiram Powderman and Julius Caesar Barnett, founded the Pistol Club of El Monte to maintain law and order in the town. The club became known for its anti-gun violence efforts and played an important role in preventing crime in the town until it disbanded in 1916. In 1949, local businessman Armand Hammer founded the Gun Owners of America (GOA) as a response to growing public support for gun control measures across the United States. GOA soon became one of El Monte's most vocal advocates for stricter gun safety laws, hosting regular event series aimed at educating residents about firearms and their rights. In 1969, GOA helped lead a successful campaign against Proposition 187 which sought to reduceGunControl Measures statewide. Aftermath of "El Monte Massacre" On November 16, 1986, three people were killed and six wounded when shots were fired from a car into a crowd gathered on Main Street outside an El Monte grocery store after nightfall celebrations following Day Of The Dead festivities. The incident is still considered one of Orange County's most notorious shootings involving guns that remain unsolved today. Shortly after this tragedy occurred, GOA began proceedings under then-California Governor Gray Davis seeking legislative action calling for tightened regulation of handguns within the state’s borders. This effort eventually culminated with passage of Proposition 215 -the first comprehensive handgun regulation bill ever passed by California legislature- which enabled Californians to obtain firearms without waiting periods or background checks through what would become known as “firearm licensing” procedures

Gun battles between Native Americans and white settlers became common occurrences; one such battle led to the death of six people. In 1861, President Abraham Lincoln passed Executive Order 924 which restricted handguns within specific urban areas. This order was repealed shortly thereafter under pressure from Congress (especially after John Wilkes Booth shot President Lincoln). Gun control laws passed during Reconstruction following the Civil War did not do enough to prevent gun violence; this was partially due to lack of education about guns among many Americans at that time. Gun safety measures gradually began becoming more common during this time period but continued high rates of shooting across different types of projectiles until 1934 when New York City banned open carry without a permit – making it illegal for anyone other than police officers or those with a special permit to openly carry weapons inside New York City neighborhoods
