In 1907 and 1908, during the City & County planning process that led to incorporation as a city by then-Mayor Frank Robertson on November 3rd 1908, developer Clifford Richardsらransacted $2 million worth of real estate transactions in two days at an old mill site near Interstate Highway 680 east of downtown El Cerrito for what would come to be Richardsons Park (now Hearn Park). Richardsons Park was developed over time into one of North America's largest open spaces with views across downtown San Francisco Bay to Mt Diablo and other mountain ranges beyond; it remains one of its most popular tourist destinations today. During World War II there was significant residential development in and around Richardsons Park including 810 MISSION ROAD which resulted in many Japanese American citizens being interned there during World War II until their liberation in 1945. Today much renamed "Hearn Road" still resides within Richardsons Park boundaries while now also known as Richardson Avenue through much recent commercial redevelopment taking place along this stretch including some high rises built atop former military installation sites located adjacent to Hearn Road today - creating an increasingly upscale community with close access to BART commuter rail service as well as other urban amenities situated just minutes' walk or bike ride away from DowntownSanFrancisco
