Some important industrial developments have occurred here too: In 1951 Pacific Gas & Electric opened its world-famous light bulb plant; Covidien began production at this site of early computer chips; Kaiser Aluminum announced plans to build a new aluminum smelter here; and Westinghouse Electric Company foundedran two power plants here between 1957 and 1961 that helped lead to suburban sprawl across Contra Costa County beginning in the late 1960s or early 1970s. In 1847, during the Mexican-American War, a group of American soldiers under the command of Commodore John D. Stockton landed on El Cerrito Island in San Francisco Bay and established Fort Point to guard against any possible Indian attack. The fort was destroyed by Native Americans in 1849, but a new fort was built nearby and named for Commodore Stockton in 1850. El Cerrito started as an agricultural community with small businesses growing seasonally and selling goods to residents on the mainland. In 1886, a group of citizens led by Mayor James J. Hill founded what is now City College District #2. The college became one of the first public institutions in California and still operates today as a comprehensive four-year university providing education opportunities for locals and visitors alike. In 1915, World War I began with Europe ablaze with Germany thrusting into power following World War I's end; El Cerrito saw some its most significant activity during this time with many servicemen returning home from across the continent. After the war ended, many veterans returned home, bringing their families back along with them.
