However, the court sided with Bowers and sentenced him to 6 months imprisonment followed by 3 year probation. In 1913, El Cerrito also experienced its first homicide when Arthur Culp killed his wife Marie Culp over differences about money owed her family back home in Oregon . Although no charges were filed against Culp due to lack of evidence or witnesses available at the time, this event would lead to stricter gun control laws being passed soon after in California . In 1915, another El Cerrito resident was charged with DUI after driving while intoxicated whilst operating a motor vehicle having prior convictions for driving under suspension or parole (a misdemeanor). Harry Greaves had previous convictions for drunkenness and cannabis possession which resulted in him being banned from driving altogether throughout most of California . The prosecutor argued that because Greaves was already banned from driving he should not be found guilty of DUI even though he possessed alcohol at the time of operation , however the court sided with Greaves and fined him $500 plus costs

By 1880 there were over 4,000 residents living in El Cerrio; but by 1890 only 2,500 remained. Heavily dependent upon agriculture until World War II when industry began arriving from nearby cities such as Pittsburg and Bay Point El Cerritos prospered as a munitions manufacturing town during WWII due to its location on major military supplies routes coming through Contra Costa County including I-580 which bisected their town limits

Today's downtown core includes several blocks of red brick commercial buildings built between 1910-1920 on what had been farmland east of MacArthur Boulevard; these have been restored and are home to several businesses including Hooters restaurant which opened in 1978 restoration started on this building coincided with plans for Interstate 680 adjacent to MacArthur Boulevard which would have served as a motorway bypassing Downtown Oakland ever since it was completed in 1959 old I-680 plans were resurrected when funding became available for new freeway projects after 9/11 due to concerns about terrorist activity near Downtown Oakland
