A group of Spanish Mennonites from Germany called themselves "Los Olivos" after one of their number, Solomon Orejuela. They built a log cabin on an outcropping of rock overlooking Rincon Creek in 1797-98. From here they conducted agriculture and sold goods to Indians until 1800 when they moved westward into San Francisco Bay Area where they formed another colony called Telluride which eventually disappeared due to disease at the hands of the Alvarado Adobeherald family who owned Rancho Rincon de Santa Clara from 1788-1851. In 1853 Manuel Nieto purchased land at what is now Orinda from Andres Sanchez and began settling it with his brother Vicente Nieto among other families including those from Mission Dolores and Santiago de Compostela along with José Joaquín El Cerrito who arrived in 1850 having been granted a grant from Antonio Parra for 500 acres near today's Peralta Avenue and 2nd Street between Central Parkway and Tasmanian Drive south of Fruitvale Avenue) EL CERRITO COMMUNITY FOUNDATION DEDICATED TO MANUEL NIEVES AND MARIA DEL CARMEN NIEVES ON MAY 15TH OF THAT YEAR
The city of El Cerrito was founded on December 17, 1851 by the brothers Elias and George Atherton. The city grew rapidly during the early years of its existence and by 1860 it had a population of over 10,000. The first school in El Cerrito was opened in 1867. In 1876, the City Council passed an ordinance establishing a waterworks system to provide fresh water for citizens. In 1912, El Cerrito voters approved a bond measure providing for the erection of a new City Hall on San Pablo Avenue. The new building was completed in 1914 and served as the municipal government's home until 1975 when it was replaced by the current City Hall Building. During World War II, El Cerrito played an important role in supplying munitions to the war effort. More than 1,500 people worked at various factories located within or adjacent to the city limits during World War II. In 1951, Mayor Alvin Heller established El Cerrito's first public services department which provided services such as trash collection and streetlighting. In 1978, a program called "Promote your Neighborhood" was launched which enjoyed success in getting more citizens involved with neighborhood improvement projects. This campaign led to increased funding for community development programs and made EL CERRITO one of California's most vibrant cities."
