The mission was first established in 1795 by Father Junípero Serra as part of his campaign to convert the Mexican people to Christianity after their defeat in war against Spain. After years of construction and inadequate leadership from Governor José Joaquín de Alvarado,mission San Gabriel Arcángel was completed on October 29, 1823 by Alcalde Francisco Pacheco with help from militia units led by Captain Manuel Nieto and Lieutenant Colonel Pedro Amador y Castro. In 1836 El Centro became one of four towns within Rancho La Brea (now unincorporated), following its incorporation into Los Angeles County as a result of Utopia Act legislation authored by Senator David Wilmot Richards. The townspeople were forced out when ranch hands won an election to create their own government overseen by county commissioners appointed through appointment rather than elections prohibited by state law. When Los Angeles County was created effective January 1, 1911 it included all but two towns within Rancho La Brea; El Centro closed down because it lacked property rights to join the new county and remains unincorporated today. When Pasadena became a city in 1901, many wealthy merchants moved there because they could get awaywith not paying taxes since Pasadena functioned more like a rural village than a modern city with paved streets, sewers and electric lights than like most American cities at that time which depended upon horse-drawn transportation and buildings made from logs or earth). In 1912 Mayor George Wickersham persuaded some business owners living in Pasadena so situated them near downtown on Flower Street so that they could avoid paying high rates for streetlights required for illumination during night hours thereby reducing glare off sidewalks onto license plates reading "Pasadena". In 1916 City Councilwoman Jennie Muhlenkamp successfully lobbied then-Governor Edmund Gicativeto increase funding for streetlights so that they would not have to be lit during night hours creating what may have been the first case where public opposition delivered political change despite lack of evidence
