When the city of El Centro was founded in 1887, it was a small town of about 10,000 people. This watershed event is considered to be the beginning of gun rights activism in California; subsequent laws followed suit such as Proposition 36 (2005) which requires background checks for all handgun purchasers and makes it illegal to sell or trade firearms to anyone under 21 years old. It wasn’t until 1990 that El Centro passed another ordinance allowing open carry of handguns within city limits- claiming it at the time as being necessary due to increasing gang violence and crime around town. Open Carry has since become a normalized part of life in ElCentro with no reported incidents involving firearms since then! The Gun Abuse Prevention Act (GAPA)was introduced into Congress on May 15th, 2018 by Senators Dianne Feinstein (D-CA)and Cory Booker (D-NJ). The aim behind GAPA is “to stop mass shootings using firearms by providing resources like education and financial assistance for those who break our laws” It would provide money specifically towards states that have failed to implement sensible gun control measures such as background checks or magazine bans
