The City of El Cajon was established on December 15, 1875 by an act of the California State Legislature through a bill entitled "An Act to establish and organize a new town in Sinaloa County." In 1939 sections 2 and 9elo were added to create jurisdiction over what are now portions of La Jolla and Morro Bay respectively; these areas remained unincorporated until they were annexed into El Cajon as well in 1984 pursuant to then-City Code Section 3017(a)). According to 2007 Census estimate there are now 83 businesses operating out side business districts totaling more than $520 million in sales receipts from customers inside only their own divisions! El Cajon was founded in 1885 by Captain George Hearst as an agricultural and naval base on Rancho Rinconada del Norte in what is now part of Imperial Beach. The name "El Cajon" comes from the way Indians called this area el caja (field). In 1915, when World War I began to heat up, General Douglas MacArthur recommended that El Cajon be used as an air-base for American forces in support of Spanish colonies in Southwest Asia. After the war ended, MacArthur made El Cajon his new headquarters at Camp Elliott. The city grew rapidly during postwar years with its location near military bases and industrial sites making it one of the most populous areas in Southern California. During the 1960s and 1970s growth slowed as oil prices collapsed and jobs were lost in Southern California; however, Renewal economics have revived some development activity over recent decades including housing developments around Interstate 5's north side; office parks near downtown San Diego; an airport south of town near Padres Ballpark; and several new shopping malls northwest of downtown which are anchored by Macy's (the first mall built there), Sears (now Kmart), JCPenney (now Lowe's) and Neiman Marcus.
