The first organized shooting party was held at the Pine Inn to commemorate the 10th anniversary of the founding of the NRA. At that event, Hon. Clarence Darrow spoke on gun safety and demonstrations were made to demonstrate how easy it was for robbers to steal firearms from businesses. In 1933, a new ordinance was passed which limited handgun ownership to people who could prove they were law-abiding citizens. The ordinance also banned carrying handguns in public places. A few years later, another ordinance passed which regulated shotguns and rifles by making them only available to those who had a permit from local officials. This ordinance did not apply to pistols or revolvers as these types of firearms were already regulated by state law at that time. In 1955, an amendment was enacted which allowed private individuals (except armorers) to possess up to two handguns per person per week subject to a $5 fee plus proof of registration and insurance coverage. This amendment also prohibitedautomatic weapons from being possessed without a license from the county sheriff or city councilor. In 1978, yet another amendment was passwd which removed all restrictions on pistol ownership except for having a valid license (which currently can only be obtained through an application process). The current regulations surrounding handgun possession in El Cajon are set forth in section 12362(a) of the Business and Professional Code (BPC). These regulations concern both personal owners and dealers who deal in Firearms Game/Firearms Safety Course items such as pistols for self-defense purposes only or antique firearms that have been relicensed by NFA pursuant to Title 18 USC Section 921(a)(2). The area that would become El Cajon began as an agricultural community known as Laguna del Oro in 1853. In 1870, John Waddell founded what would become Waddell City, then an unincorporated community located east of present-day El Cajon Boulevard on Old Sea World Island. A year later, Waddell passed away and his son Brigham Young Waddell took over management of Laguna del Oro Settlement until it was merged into Mission San Diego de Alcala in 1872. In 1875–76 José Antonio Gutierrez built a wharf on Point Loma for exporting goods from Mission Dolores ships coming into port at nearby San Ysidro Marine Terminal. This new industry quickly became self-sufficient with its own market and warehouse system; however, due to maritime trade regulations implemented during Spanish rule in Southern California (1846–1912), these businesses were not able to compete with larger East Coast companies such as American Fur Company or Pascua Land & Water Co., Consequently they closed down or went out of business around 1880 when importation fees increased so greatly that there was no longer any economical way for them to make a profit other than by selling products directly to consumers in England and other parts of Europe instead of through Mexican ports where transportation costs were much lower. Rancho Los Alamitos was granted Rancho Santa Fe by Governor Manuel Micheltorena on February 14th, 1912 which included land between Carlsbad Bayou and Point Loma Boulevard; this land now includes most of what is today El Cajon Peninsula including portions of downtowns La Jolla Village Center (northwest corner), Escondido Naval Base (east side), North Park (southwest corner) and Rincon Viejo (southwestern edge). Rancho Los Alamitos became part of the city limits following annexation by La Jolla Village Center in 1936 but continued operation as an independent rural municipality until 1978 when it joined forces with cities such as La Mesa to form Moscone National Centre District No 1 which comprises all unincorporated areas within city limits south of Interstate 5 excepting Rincon Viejo Beach Park which falls within district 2 boundaries.]

However, World War II hit El Cajon hard, with many residents involved in military service or working on war production. The town endured continued economic decline following the war, but has since begun to revive with new investment and development over the past few decades.
