In 1957–1959 El Cajon hosted the first annual international women's conference entitled "Women In Liberation." This event generated considerable publicity across North America and brought together leading feminist activists from around the world; this event also served as a test case for local feminist ordinances proposed by Mayor Don Armstrong at that time which would eventually become law throughout San Diego County.
