East Palo Alto is a small city in Alameda County, California, United States. It is located on the San Francisco Peninsula and has a population of about 63,000. The name "east" comes from the location of the original east bay ferry landing which helped connect San Francisco with Alameda County. In 1865, Don Katell donated land to build a school. It opened in 1866 as Oakland School District No. 1 and later became East Palo Alto School District No. 2 before becoming East Palo Alto City School District No. 3 in 1923. The city was originally part of Contra Costa County and was annexed into Alameda County in 1895 following passage of the California State Constitution via referendum granted by then-Governor Chris Anderson%. On October 1, 1915, when Alameda County became an independent county, eastern portions of east Palo Alto were annexed into it as wellgiving rise to the current name for the entire city: "East Palo Alto". Prior to World War II there were only a few homes built within what is now downtown East Palo Alto proper although some scattered development took place between Redwood Road/Muni Way north of campus (now routes 120 and 132) and Leland Avenue west of campus (now Third Street). Most growth came afterwards with new housing developments being created on both sides of oak creek near where it empties into Rossmoor Creek (west side), as well as on other nearby streets including Alma Street and Laurelhurst Drive northeast of campus; these developments are also sometimes referred to collectively as "the Downtown Development". One notable exception was developing along First Street south from MacArthur Boulevard which began after World War II but stopped relatively soon due to opposition from local businesses who saw potential development there only if Muni service ended altogether or shifted at least partially onto those streets parallel to I-880/Palo Verde Parkway making travel more difficult for locals without convenient access to Muni stoplights at intersections adjacent thereto; this development eventually proceeded even though Business owners got letters from Mayor Nichols threatening them with lawsuits if they didn't drop their opposition
