It grew rapidly during the early years of its existence, and by 1887 had a population of 2,500 people. Banks Jr., who saw it as a way to increase access to education and opportunity for its citizens. During World War II, East Palo Alto played a critical role in the war effort as a center for aircraft production. After the war, the city experienced rapid growth and development thanks to new investment from businesses and philanthropists such as Nathaniel P. Banks III and his wife Eleanor Roosevelt.
