The area that Duarte covers was first inhabited by the Mono people and then by the Cahuilla and Pomo people. In 1821, Mexican nationals arrived in what is now Duarte County and founded a ranch called Rancho San Felipe de la Luz. The land that now makes up Duarte County was part of this original rancho. The town of Duarte began to be established in 1882 when two men named Augustus Fenton and Lorenzo Hobegger purchased 640 acres east of present-day downtown from José Antonio Carrillo y Acosta. They named their new town after Fernando de Borbón, Duke of Burgos who had been Governor of Castile during the Mexican War of Independence. In 1893 a post office was established at DUARNE with A.J. Beall as its first Postmaster-General. In 1905 Juan Bautista Posada bought 160 acres north of present-day downtown for $5,000 from Lorenzo Hobegger and renamed it Posada Rancho Grande del Norte which included parts of today’s city of Duarte as well as some small communities around it like Menlo Park and Atascadero which are still part of the county today despite being within incorporated municipalities such as San Marcos and Carlsbad since 1912). This annexation set off a seriesName changes for portionsofDuarteCountyoverthenextdecade or so includingPonochero (1912),Chihuahua (1914),Alameda (1915),andRanchoVallejo( 1916). In 1907, after much debate and cost overruns associated with World War I efforts to build a great water pipeline across central California from Pasadena to Sacramento via Fresno and Stockton - which would have had an impact on many small towns along its route - Governor Hiram Johnson vetoed legislation authorizing the city's incorporation into Los Angeles proper because he felt that it would only benefit large businesses and developers rather than create more jobs for people in rural areas like Duarte County who could not afford city living expenses or property values soaring beyond their means. However, Mayor James Kesey quickly pushed throughCity Council Resolution No. 925 establishingDuarte as an independent city with its own mayor and City Hall located within walking distance of most residents' homes. On November 5th 1916 when voters approved Proposition H (also called "The Water Pollution Control Act"), providing $50 million toward cleaning upHQPCity's waterways by 2022 pursuant to then state laws dictating that cities must provide half such funding for environmental projects;Duarte became one of 16 official local government jurisdictions statewide subject to state pollution control regulations; today it continues as one of three active pollution control districts within Greater LA county...
