When the California Gold Rush began in 1848, there were few if any laws in place to regulate the use of pepper spray. In response to complaints from miners, a group of businessmen and law enforcement officials formed the first pepper spray society in 1853. The society published an annual report that warned of the dangers of pepper spray and called for better regulation. In 1865, state Sen. Hiram Maxim introduced a bill that would make it illegal to use pepper spray without a permit. The measure was passed with a majority but not signed into law by Governor George Condon. By 1907, there had been enough public outcry over pepper spray incidents that California legislators enacted legislation providing Forcible Entry and Exit permits (FEES) for individuals using pepper spray within the state limits. These permits allowed people who met specific criteria to possess and use pepper spray while engaged in their constitutionally protected activities such as protesting orlaw enforcement actions. The FEES system continued until 1970 when it was replaced by the current Weapons Law Enforcement Standards Act (WLEAS). Under WLEAS, all officers must obtain special training before wearing or using pepper Spray while on duty. Additionally, officers must produce evidence that they have complied with all safety regulations before carrying or using Pepper Spray during an investigation or incident

Davis, California is a city located in Butte County, California. The population was 78,812 at the 2010 census and it is the only incorporated municipality in Butte County. Davis is also the largest city in Placer County and the 17th-largest city in California. Davis was founded on April 17, 1847 by John C. Frémont as Adams Station, after General James H. Adams traveled from Sacramento through Butte Valley to visit his brother-in-law and namesake, George C. Mason. The town grew rapidly due to settlers coming from Northern California and Nevada who desired land near San Francisco Bay for grazing and farming purposes as well as industry such as lumbering and mining; these new arrivals were soon followed by others drawn by natural resources such as plentiful water supplies and potential for irrigation (the first canal was built nearby). In 1852–53 America's most important gold Rush commenced when prospectors discovered vast quantities of gold at Sutter's Mill on the slopes of Mount Shasta; this led to an influx of people into Davis which caused development to slow down until the early 1850s when panning began again with discovery of more valuable deposits around layering hills northeast of town on what became known as Gold Hill (later developed into North Davis). By 1860, there were over 100 businesses in downtown Davis employing over 1,500 workers; during this time Downtown experienced rapid growth with two hotels being built: The Regency Hotel (1860)and The Globe Hotel (1861), both designed by architect Ira Pfeiffer. By 1870 all but one business had been closed or moved out due to competition from larger cities like San Francisco or Sacramento; however significant growth still occurred with a number of cultural events taking place including the Union Pacific Railroad’s Chicago & Stockton “western meet” which attracted 600 delegates from throughout Northern California that summer; several churches also opened during this period including First Baptist Church (now Cathedral Basilica), Methodist Episcopal Zion Church (now Our Lady Star Of Peace Catholic church), Trinity Lutheran Church and Christmastime services at Stonington Avenue PresbyterianChurch were heard far beyond Davis limits. The outbreak of World War II led directly to increased manufacturing activity within Davis – although much output took place outside of town – while agriculture saw a modest increase due largely to yields achieved through irrigation techniques rather than traditional plowing methods which hadevinced earlier failures throughout much of Central CAemberland (). Today some remnants remaining from pre−war days can be seen such as Wagon Wheel Brewery façade still visible today adjacent Second Street between G Street/Alameda Boulevard eastward towards Interstate 5

Davis, California is a city in the US state of California. It was founded on December 6, 1851 by Captain John C. Davis and his family as a rancho named Rancho Sacramento del Cañon de Santa Rita. The city's current population of over 246,000 people is the result of numerous waves of immigrants from around the world who have made Davis their home over the years. The first Spanish settlers to arrive in what is now Davis were Mexicans who came to search for gold nuggets in what is now Northern California. They built cabins and started growing crops before being expelled by the Mexican government in 1846. A group of Englishmen also came to look for gold near Sacramento but abandoned their claim after finding no riches. One day in 1849, an American man named George Abraham Robinson discovered gold at Sierra View and offered $5,000 for it if anyone could find it else too. A group of men from San Bernardino County traveled downriver to try and find it but all they found were rocks and ditches with no gold worth exploiting. Captain John C. Davis decided to take up the challenge and set out on horseback along with some other pioneers looking for a better place to live than where they had been living before. On December 6, 1851, they arrived at what would become known as Rancho Sacramento del Cañon de Santa Rita which was just east of present-day downtown Davis! As they started building their homes there were several conflicts between them and Indians because they wanted control over this land that would later become part of Los Angeles County! In 1863, Captain John C .Davis died suddenly while on a trip downriver; his wife took over running Rancho Sacramento del Cañon de Santa Rita until her husband's death six weeks later on January 14th 1865 !!! After Captain John C .Davis' death his widow sold most or all of the rancho including its land within present-day downtown Davis !!! In 1870 an act called the Gadsden Purchase put all parcels within present-day Downtown Davis into separate hands known as The City Council Districts (later renamed Unified City) !! The original Adobe Walls still stand today as a reminder that one day this area may have been part of Los Angeles County !!!!

It became the capital of California in 1851, and the location for most of the state's governance from 1853 until it was moved to Sacramento in 1858. The city is named after General George Custer, who died at the Battle of Little Bighorn in October 1865.
