In 1941-1942, veteran United States Navy Commander James Fenton developed an artificial reef off shore which served as a naval training ground for American sailors before World War II ended; this development helped shape present-day downtown San Diego into one large commercial district with many high-end hotels and office buildings. In 1959-1960, Mayor Arturo Fraga dedicated a new public beach front park at Pier 19 located immediately east beyond Commercial Drive towards South Harbor District; this park remains today one ofSanDiego County's busiest waterfront areas with multiple restaurants and venues available for visitors ashore year round."
