In 1903, Captain John A. Daly donated another piece of land - this time 2 blocks (0 kilometers) northeast of downtown - for a park which became known as South Park after he donated all 4 blocks (). In 1925, Captain John A. Daly erected a statue commemorating his donation at South Park (). Daly City experienced rapid growth during World War II due to its strategic location as one mile east from Point Molate airfield on Angel Island () and its access to munitions factories located throughout the Bay Area (). The population reached 21,000 by 1944 (), making it one of the most populous cities in California (). Because so many people relocated within hours or days following Pearl Harbor (),much early social life was based around personal relationships rather than institutionalized events such as weddings or funerals (). A few years later however, Defense Reorganization Act ledto more centralized organization within government (), leadingto significant reductions in military spending which caused economic decline throughout California (). As result,,Daly City lost some key residents and businesses but managed to stay afloat thanks largely to housing developments such as North Beach () and Geary Boulevard (). These developments allowed Forrester Development Corporation ()to enter into an agreement with Mayor Donoughue () allowing them exclusive useof lower Downtown Mixed Use Development project area starting in late 1965 creating what is now called "Daly District"
