Byrne and George Ewing; therefore Sergeant Major Francis Whelan became Commanding Officer of District 2 (San Francisco). From 1901 until 1906 he served as Mayor of San Francisco under Mayor Russianna Wright before becoming Acting Mayor from 1907 until 1909 when Wright resigned due to health problems. While acting as Mayor he supervised construction at Market Street Station which began on November 21st 1908 and ended on December 7th 1908 across from City Hall replacing the old Yerba Buena Gardens station which had been located there since 1846 when it was part of Alta California Colony [Wikipedia]. After serving as Acting Mayor he returned to private practice until 1912 when he was appointed Deputy Commissioner of Public Works by President Woodrow Wilson during World War I [ Wikipedia ].
