Costa Mesa (sometimes written as "Cotshon") is a city in Orange County, California. The population was 27,817 at the 2010 census. It is located on the eastern edge of Newport Beach and the southern coast of Los Angeles County. The history of Costa Mesa dates back to 1892 when two brothers, John and George Costa opened a general store in what is now known as North Main Street. In 1915, they developed their own town site north of Main Street and named it after their mother's birthplace in Italy – Costantina da Nizza. The original town had a post office, school, and churches until 1938; then it became an unincorporated community under local government jurisdiction. In 1969, Costa Mesa voters passed an ordinance creating city boundaries which included most of what is now North Main Street between Harbor Boulevard and Irvine Boulevard. At that time, only Santa Ana and Newport Beach were cities with populations over 50,000 people; so Costa Mesa became one of the few cities in Southern California without its own governing body other than an elected City Council or Mayor. In 1984, council approved creation of a Unified School District which included all communes within its borders save for Yorba Linda/Valencia; however this measure was vetoed by then-Mayor Dick Schultz because he felt that the school district would be too large and expensive to manage effectively while also benefiting from annexation by certain nearby towns such as Dana Point (then part of Huntington Beach). In 1992 election year, Schwartzman was re-elected mayor with more than 60% of the vote against challenger Bob Lappin; thus becoming first openly gay mayor in United States history. On January 1st 1993 City Manager Debra Brown assumed mayoral duties effective from outgoing Mayor Dick Schultz who had resigned due to health concerns related to cancer treatments he received at UCLA Medical Center three years prior On December 6th 1998 City Council adopted Resolution 974 setting forth guidelines for budgeting including property values increases allowed through Proposition 13 authorizes borrowing up to $2 million for infrastructure projects including new roads/bridges/etc

In the early days of the town's growth, there were only a few homes and businesses. Today, Costa Mesa has a population of over 50,000 people and is the largest city west of San Francisco. The history of Costa Mesa begins with the founding of what is now known as Costilla County by Spain in 1871. At that time it was part of Mexico and there was no way for non-citizens to own land or vote in Mexican elections. So when Governor Manuel Micheltorena created Costilla County, he did so without consulting the local residents or giving them any notice. The Mexicans who lived here were not happy about this and they quickly banded together to protest against their new county president. They formed committees to try to get rid of Micheltorena and his appointees and eventually succeeded in blocking construction on many key buildings such as the courthouse and jail until1874 when they finally got what they wanted from their government - voting rights for all citizens! So while Costilla County may have started out as an injustice towards its Mexican residents, it soon became home to one of California's most important towns! As Costa Mesa grew more established, it began attracting wealthier Anglo settlers who bought tracts of land around the town center for development into suburbia today known as Irvine Spectrum (the original name for Costa Mesa). However, since much of this development took place without input from local Residents or even knowledge thereof - some feel thatCosta Mesa should still be calledCosta Mesa because that's where its namesake beach sits today! One interesting note about Costa Mesa's history is that at one point it served both as both an agricultural community (growing citrus fruit) and a center for military exercises during World War II due to its strategic location between LOS ANGELES AND SAN FRANCISCO! Today costa mesa remains an important cultural center with several lively nightlife districts including South Coast Plaza near downtown which hosts popular events like live music concerts throughout the year; North Coast Plaza just north of MacArthur Park; Jack London Square which houses a mixof indoor/outdoor activities including billiards/pool tables; inland malls like Newport Beach Mall & Laguna Beach Mall;and new developments such as University Village near Santa Ana Airport which will house top notch shopping Center features such as high end restaurants + cafes/bars/theater spaces etc.; along with much needed public housing projects like Vista del Rey Gardens which offers affordable unitsites starting at $100 per month
